Rodion pegs: What really is the job market for public procurement in Ukraine?


Beginning of the XXI century was marked by increasing public attention to higher education, which was the modernization objective necessity. However, experts state and employers, higher education in Ukraine in the last decade, has become less quality. The vast majority of graduates are either not competitive in the labor market, or no demand.

What employers think about reforming higher education in Ukraine and the quantity and quality of innovations that offer three registered in parliament bills on higher education? Which registered in the Verkhovna Rada bills on higher education supports the Federation of Employers of Ukraine?

Rodion pegs: None of the projects is not a perfect model. But the correct position available at all three. In particular, always referred to the national qualifications framework (note bus. List of skills and competencies required of a person at a particular stage of education). Positive them also that the level of "specialist" is excluded from the system of higher education. It can not be "incomplete higher education" can not be first degree of higher education, where people allegedly enter the labor market with higher education places are skilled workers. We deceive ourselves: it is not higher education. In this context, we also welcome the initiative of the Ministry of Education, which established a working group to write the law on vocational education. In MON obviously also realize that specialist "will not survive" in higher education, but because we will not able to put about 1,000 educational institutions that train young specialists should at least find them adequate legal framework.

What positive you have identified in each bill?

Rodion pegs: The bill Baloga-Zgurovsky very important from the point of view of employers is binding to the tertiary level qualifications framework. For example, bachelor's level clearly corresponds to the 6th level of the National Qualifications Framework. This relationship is very efficient, so that any university training program should be based on qualifications framework. Another important point - a system of independent assessment of the quality of higher education. In our view, it is most fully represented in the bill Hrynevych. Now in Ukraine it actually is not.

- Distribution of public procurement in any of the bills are not presented, from our point of view, correct. We need to clearly define what is the money spent on the system of public procurement: State aid to education or training payment for the needs of the state, for example? After all, the government is the largest employer, and she needed to train teachers, doctors, police officers, lawyers and economists. But there's only commercial professions, which have no application in the public sphere. And the funding they need not call government contracts and otherwise. None of the draft law does not account for this difference. We have to ensure that funds from the state budget spent effectively. If it is only about training for the needs of the state, all is well. But if it is actually free financing of workers demanded in the labor market, we insist to participate in shaping the priorities of the government order. In existing bills we do not see the mechanism of such effects. Government Procurement should not form schools, based on the needs of maintaining its viability. We need to talk about what professionals need labor market.

What is the role of employers in higher education?

Rodion pegs: Unfortunately, none of the bills hardly encourages employers to participate in shaping the curriculum. Nominal attract employers to accreditation of universities - just the tip of the iceberg: the employer must participate in the life of the institution, because no real connection to the labor market of its existence meaningless. This may be joining employers to the Supervisory Board, establish cooperation with them for practical training of students participating in their assessment - and not only at the final stage. We love to "remind" we heading examination boards, especially in educational institutions in the area of ​​vocational training. But we can influence them when people are actually educated? Say: "Sorry, we do not fit you?" Participating employers should not be a one-time event, but a systematic planned work.
